EGSY AD 2.20  LOCAL AERODROME REGULATIONS

1  Airport Regulations
  1. Use governed by regulations applicable to Cardiff CTR and Cardiff Airport.

  2. Terms and Conditions of use of aerodrome available from Airport Operations.

  3. PPR. Visiting civil aircraft must book in with the aerodrome based operator who is acting as their sponsor.

  4. Ground running of aircraft engines for test or maintenance purposes is permitted between the hours of 0800-2000 (0700-1900) only. ATC require prior notification and additionally ATC prior approval required if conducted outside an operator's demised area. Operators should advise whether, during airfield operating hours, attendance of the Aerodrome Fire Service is required for the duration of the engine run. Outside airfield opening hours, no later than 2000 daily, unless it is an urgent operational requirement, prior permission of the Airfield Manager/Deputy Airfield Manager must be sought by calling 07436-803400 or 07776-649158. In either case, if a full engine ground run is to be conducted on maintenance area northside, or Point Charlie utilising the Jet Blast Efflux Deflector Barrier an email must be sent to the Aerodrome operator (including AML) by the maintenance organisation at least 2 hours prior to EGR taking place to inform them of the anticipated times. Engine Ground Runs (EGR) must be conducted in accordance with company risk assessments and a safety assessment by the Airfield Authority. Risk assessments must be made available to the airfield operator.

  5. Non-radio aircraft not permitted.

  6. High-visibility clothing MUST be worn airside.

  7. Aerodrome not available when MET visibility is less than 1500 M, other than for emergency service helicopters.

2  Ground Movement
  1. Departing aircraft, on first contact with St Athan ATC, must state aircraft location, type and the code letter of the latest ATIS received. Pilots of departing aircraft are reminded to contact St Athan Tower for clearance 10 minutes before start up.

  2. Aircraft larger than B757-200 series and A321 series will be pushed back onto the departure runway threshold prior to departure and towed off the runway after landing.

  3. Commanders of aircraft that cannot backtrack on the runway and if unable to vacate at the taxiway Echo turn off on landing, should advise ATC and their sponsor organisation prior to arrival.

  4. Wheel to taxiway edge clearances not assured on entrances to southside hangars from Taxiway 'A'.

4  Warnings
  1. St Athan is located 3 NM West of Cardiff Airport within the Cardiff CTR. By arrangement with Cardiff ATC during St Athan ATC hours of operation, and subject to conditions detailed in EGSY AD 2.22 Flight Procedures, flights by St Athan based aircraft may take place in VMC without reference to Cardiff ATC within a Local Flying Zone (LFZ).

  2. Helicopter activity (SAR and Police) conducted H24.

  3. Uncontrolled vehicular traffic may be encountered on the airfield outside ATC operational hours.

  4. Runway 25 in strong north westerly winds, turbulence may be encountered on short finals.

5  Helicopter Operations
  1. SAR and Police helicopters operate H24. Aircrew are to make Callsign 'Blind RT calls' on 122.865 MHz when taxiing, departing and arriving out of airfield operating hours.

  2. Helicopter traffic arriving and departing outside ATC operational hours are to contact Cardiff Tower on 133.105 MHz to obtain clearance into Controlled Airspace and make 'blind calls' in accordance with paragraph 5(a).

  3. Two Helicopter Training Areas (HTAs) delineated by white markers at the corners of the HTAs are established for the use of SAR and Police helicopters.

  4. Visiting helicopters are to arrive and depart to/from the runway.

6  Use of Runways
  1. Aircraft taxiing from the north of the runway can expect to back track on the runway when so cleared by ATC.

  2. Aircraft larger than B757-200 require push back off the runway after landing if the landing roll is beyond intersection with Taxiways E and F. This may result in delays until the runway is vacated.

7  Training
  1. Visiting aircraft wishing to conduct circuit training at St Athan require an airspace brief by Air Traffic Control before commencing any circuit training details.

  2. All aircraft wishing to carry out instrument training within the Cardiff Zone, must have a functioning transponder with Mode C.

  3. All IFR training in Cardiff CTR/CTA subject to PPR from Cardiff Approach. Operators wishing to conduct radar vectored ILS approaches to St Athan should do so utilising the web booking form ensuring they specify St Athan https://instrumenttraining.as.me/.

  4. Operators must also apply for PPR as well as completing the booking form. For PPR email stathan.ops@cwl.aero or ring 01446-243901/02.

EGSY AD 2.21  NOISE ABATEMENT PROCEDURES

  1. Avoid overflight of St Athan village south east of the aerodrome below 1500 FT or 1700 FT QNH.

EGSY AD 2.22  FLIGHT PROCEDURES

1  General Information
  1. Attention is drawn to the close proximity of Cardiff Airport (3 miles east of St Athan).

  2. Approach Radar services are provided by Cardiff Airport ATC.

  3. Military operators wishing to conduct unusual air activity on the aerodrome (e.g. TALO, fast roping) should request prior permission from the Aerodrome Manager Contact Tel: 01446-243901.

2  Circuit Direction
  1. Runway 07 Right hand circuits.

  2. Runway 25 Left hand circuits.

3  Circuit Heights
  1. Light piston aircraft: 800 FT QFE.

  2. All other types (Fast Jets, large multi-engine turbine and piston): 1300 FT QFE.

  3. Glide Circuit height: 1500 FT QFE.

  4. Low level circuit height: 500 FT QFE.

  5. No RT/Total electrical failure: 600 FT QFE.

  6. When circuit flying is taking place involving mixed military and civil aircraft, civil circuits are to be flown.

4  St Athan Local Flying Zone
  1. A portion of Cardiff CTR is delegated to St Athan ATC during certain VMC weather criteria to enable St Athan to operate autonomously within the St Athan Local Flying Zone (LFZ), (see EGSY AD 2.17 ATS Airspace) provided:

    1. Aircraft are to be in communication with and comply with instructions from St Athan ATC.

    2. All aircraft are to conduct their flights within the weather criteria specified for VFR flights within Class D Airspace.

    3. Maximum Altitude 1,700 FT St Athan QNH (1,500 FT St Athan QFE).

  2. Pilots operating in the LFZ are responsible for maintaining their own visual separation from other aircraft, including aircraft on final approach to Cardiff Runway 12 and departing from Cardiff Runway 30, which are in close proximity to the LFZ. (Traffic information will be passed where possible by ATC). Arriving VFR aircraft can expect to be held south and west of the runway 07/25 mid-point when IFR traffic is departing from Cardiff runway 30 or Cardiff IFR approaching traffic is within 15 miles from touchdown to Cardiff runway 12.

  3. Flights to and from St Athan which are unable to comply with the requirements to remain within the St Athan Local Flying Zone will be subject to individual clearance from Cardiff ATC and will be integrated with Cardiff arriving and departing traffic.

  4. All Airfield users should adopt the VFR Nash departure/arrival to operate to/from the West via a transit along the coast as depicted in the local area map. Aircraft departing St Athan to the West climb straight away to 1500 FT St Athan QNH to exit the LFZ, remaining over land throughout. Aircraft returning from the West enter the LFZ at Nash Point at 1500 FT St Athan QNH, then descend to the appropriate circuit height at Nash Point, remaining over water until the last appropriate moment to join the St Athan circuit.

5  Visual Reference Points (VRP)
  1. Pilots are advised to use caution when routeing via the St Hilary TV Mast and Wenvoe TV Mast VRPs as they are Air Navigation Obstacles with high elevation – See ENR 5.4 dataset for up to date details of ICAO AREA 1 Obstacles.

  2. Details of VRPs are available in the consolidated 'Visual Reference Points List' published on the 'Digital Dataset' page of the NATS AIS website, www.nats.aero/ais.

6  VFR Routes to/from St Athan
  1. All arriving aircraft must obtain an ATC clearance from Cardiff ATC to enter Controlled Airspace.

  2. In order to reduce RTF congestion, the published outbound and inbound VFR routes are allocated designators. Pilots are to ensure they are familiar with the route alignment. Level instructions will be passed with the appropriate ATC VFR clearance.

  3. Pilots filing VFR flight plans should additionally address the flight plan to EGFFZTZX.

7  IFR Arrivals from the ATS Route Network
  1. Aircraft inbound via the ATS Route Network must follow the Cardiff Standard Arrival Routes (STAR) as shown at AD 2-EGFF-7.

8  IFR Departures
  1. An Abbreviated IFR Departure (AID) shall be passed to all IFR aircraft outbound from St Athan regardless of their intended routing.

  2. The AID clearance is defined as: AID 07 or AID 25 - Climb straight ahead to altitude 4000 FT St Athan QNH, squawk <xxxx>.

  3. In the absence of an ORCAM SSR code one from the Cardiff IFR allocation shall be allocated.

  4. The Cardiff ATC shall issue an AID departure clearance to St Athan ATC.

  5. AID is subject to release from Cardiff ATC.

9  Radio Communications Failure
  1. In the event of an RT Failure, except for an ILS approach, the appropriate Procedures detailed in UK AIP ENR 1.1 Para 3.4 should be followed.

  2. If at some point during the ILS an RCF is experienced the aircraft is to squawk 7600 and either land at St Athan or carry out an RCF Missed Approach (RCFMAP).

    RCFMAP

    The aircraft will:

    1. Squawk 7600.

    2. Climb to 5000 FT, initially straight ahead to 4000 FT or I-SAT D4, whichever is later, then turn left to NDB CDF to hold at 5000 FT. Max 230 KIAS. Be aware that in the event of a slow climb you may exit controlled airspace for a short time.

    3. Select Cardiff approach 119.155 MHz or for University of Wales Air Squadron (UWAS) aircraft if directed to by ATC 241.125 MHz.

    4. Complete two holds.

    5. Carry out an instrument approach to Cardiff and land at Cardiff or divert to their nominated alternate as per the flight plan.

    On planning to make an ILS approach to St Athan the crew of the inbound aircraft must ensure that:

    1. They are fully briefed for the approach, including the requirements of a RCFMAP at St Athan.

    2. They have both the Cardiff and St Athan ATIS prior to commencing the approach.

    Note: If an aircraft carries out an RCFMAP it must subsequently land at Cardiff or nominated alternative and not attempt a cloudbreak and landing at St Athan.
